NATCON 2025 GENERAL GUIDELINES

Here is the General Guidelines prepared by the Host Region, Central Visayas Eagles Region of The Fraternal Order of Eagles (Philippine Eagles) and approved by the latter to serve as the governing reference during the conduct of the TFOE (PE) 45th National Congress 2025.

1. EVENT AND SCHEDULE

The event shall be officially established as the 45TH NATIONAL CONGRESS by the 46TH NATIONAL ASSEMBLY of the Fraternal Order of Eagles (Philippine Eagles). This shall be held on 21-22 November 2025 (Friday and Saturday) at the Grandsland Residences, Salinas Drive, Lahug, Cebu City, Philippines (in front of The Ching Palace restaurant). Official Event theme: Pagkakaisa Patungo sa Tunay na Pagbabago.

2. ORGANIZER AND RESPONSIBILITIES

The principal organizer of the event shall be under the auspices of The Fraternal Order of Eagles (Philippine Eagles) with its authorized Central Visayas Eagles Region (CVER7) as the Host Eagles Region of the TFOE (PE) 45th National Congress in Cebu City, Philippines.

1.1 …For The Fraternal Order of Eagles (Philippine Eagles), TFOE (PE):
  • TFOE (PE) approves and confirms the proposal of the host region (CVER7) bestowing upon the latter the authority concerning all the vital preparations and plans for the conduct of the activities within the duration of the event.
  • TFOE (PE) shall pour in seed fund to the event through its host region (CVER7) as counterpart in the preparation of the event.
2.1 …For the Host Eagles Region, Central Visayas Eagles Region (CVER7):
  • CVER7 shall take charge of venues for the conduct of all official
  • Recommend activities during the event including preparation of
  • Shall devise collection process of registration and assessment including
  • Shall devise promotional activities and marketing strategies for CVER to come up with the required resources to better carry out its hosting role and other intentions.
  • Shall assist the delegates with hotel recommendations and devise transportation pick up schedule during arrivals of official delegates on November 20 and November 21.

3. PARTICIPANTS AND REGISTRATION

All active Eagles affiliated with The Fraternal Order of Eagles (Philippine Eagles) are eligible to participate preferably by enrolling in advance through an online pre-registration by visiting its active link access: NATCON.CVER7.COM or its website: cver7.com

Except for all the Eagles of CVER7, the following official standard rate applies to all delegates

regardless of duration participated by the following participants inclusive with registration kit, ID, freebies or other qualified promotional items:

  • Eagles/ Kuya – P2,500
  • Lady Eagles/ Ate – P1,500
  • Bunso – P1,500

4. PAYMENT AND COLLECTION

All payments and collection of fees shall be designated as follows:

  1. All registration fees shall be paid to the Eagles of Central Visayas. Inc. through its Bank Account Name: EastWest Bank with Account Number: 2000 6486 9988. Official GCash Account and Official MCash Account in the name of Eagles of Central Visayas to follow.

  2. Booking and payment to hotel accommodation of choice shall be paid by the concern delegate directly to his hotel.

  3. Purchase Order for Fraternal Shirt costs P600 each and shall be coursed through by the Club and/ or Eagles Region where the said Member/ Club is officially affiliated into.

  4. The courtesy City Tour on November 21 afternoon (1:30 PM onwards) is open to all delegates and Non-NEXECOM Members. Transportation and tour services is free. However, very minimal entrance fees to actual landmarks and tourist spots will be collected whenever applicable.

5. ARRIVAL AND TRANSPORT SERVICES

Transport services for inland pick up during specific arrival schedule either by air or sea shall be handled by the Host Eagles Region free of charge but only under the following exclusive circumstance and situation:

  • Only those arrivals duly informed in advance by the registering delegates to
  • Priority arrivals of Official Delegates on November 20 (Thursday) and Morning on November 21 (Friday).
  • All Official Delegates destination route from pick up points on November 21 morning (Friday) shall directly proceed to the event venue at Grandsland Residences, Salinas Drive, Lahug, Cebu City.

6. FOOD AND ACCOMMODATION

Free accommodation is limited only to the event venue during the duration of the two-day activities, excluding stays to hotels or inn which is already born by the delegates. The meals offered for free by the organizer is limited only for AM Snacks, Lunch, PM Snacks and Dinner within the confines of the event venue on November 21 and November 22 only.

7. SAFETY AND SECURITY

The Host Eagles Region ensures the safety and security only within the premises of the event venue. Services and assistance for health providers of for law enforcement officers will be tapped for added safety and to maintain the anticipated peace situation. All precautionary measures shall be taken into consideration. However, host Eagles Region shall not be held liable for any unforeseeable crisis, disasters, or for circumstances beyond control caused by the following but not limited to force majeure, catastrophe, acts of God and the like.

8. TRANSITORY PROVISIONS

  • All agreed and foregoing decisions concerning the preparation and conduct of the activities during the entire duration of the event shall be carried out by The Fraternal Order of Eagles (Philippine Eagles) through its Host Region, the Central Visayas Eagles Region (CVER7).
  • All other concerns which were not expressly mentioned in these guidelines shall be dealt with in accordance with the prescribe protocols or any prevailing rules and regulations of the Magna Carta of 1989 of The Fraternal Order of Eagles (Philippine Eagles)
